Is there an Event we can capture whenever a Recipient (To, Cc, Bcc) is added to or deleted from a email that's being composed?

Hi Richard.

No, Outlook doesn't provide such event. But you can check recipients in the ItemSend event handler and cancel the sending process if you wish.
