We want to create an excel addin which is disabled initially. After which the user would execute a program from start menu to enable addin or disable it. Our problem is after enabling the addin i.e., specifying the LoadBehavior = 3 the addin gets enabled but just for that excel session. After which when we restart excel the addin is not visible (automatically disabled). How could we ensure that the state of the add-in remains in state as specified by the user?

One more requisite is, we want all the windows users (admin and non-admin) to be able to enable or disable add-in for their own login. Could we also provide this feature?

It is not possible. Please use the COM Add-ins dialog to enable/disable the add-in. However if the add-in is registered for all users, it will not shown in the COM Add-ins dialog.
