install problems missing DLL ?

I?Â?Ð?ém having trouble installing Add-in Express .NET Premium Suite. During the end of the install an error message states that secman.dll is not found in the ?Â?Ð?èCommon Files?Â?Ð?é folder.

I used all of the default setting when installing.

I also can?Â?Ð?ét find ?Â?Ð?ìsecman.dll?Â?Ð?í anywhere else on my computer.

Are there any prerequisites that need to be installed? Am I doing something else wrong?
