Disable sending mails if no valid certificate was found

I am using the ItemSend event for handling recipient certificates. This works pretty well so far. But there can be an issue with a user, where I find a certificate, but it is actually not valid.
When I give control back to Outlook after the ItemSend event, it will check that certificate and show a dialog:
"Microsoft Outlook had problems encrypting this message because the following recipients had missing or invalid certificates, or conflicting or unsupported encryption capabilities"

It then allows me to "send unencrypted". Is there a setting that will disable this option? I do not want the user to be able to send the mail unencrypted.

Hello Niels,

If such an option exists, it is listed at https://technet.microsoft.com/en-us/library/cc179034(v=office.12).aspx.
