Error 429 - cant create activex component

I created an application using the Outlook Security, and it works like a charm on my machine. However, when distributing the app it will not work. I get error 429 around the activex component. I have registered the secman.dll on the machines. Any ideas as to what I may be doing wrong?

Please read carefully the Deployment section (page 32) of the OSM Developer's Guide.
