I have the following problem.

My application disables my custom commandbar when I call outlook from the
"Send To Mail Recipeint" option in Windows XP.
It fires my application "AddInStartupComplete" event but doesn't
execute the OnNewInspector or OnNewExplorer events, and my commandbar is
greyed out.

Pleas can anyone assist.

It is one of Outlook Object Model limitations. See paragraph 11.4 on the following page:
