Word 2003 Toolbar shows in Outlook!

We have an add in that installs in Word, Excel and Outlook. (Office 2007 and 2003). We have set the property of the Word Toolbars to not display in Outlook.

This works fine for Outlook 2007, but not in Outlook 2003.

In Outlook 2003, when the mail editor opens, our Word toolbar appears.

How can we detect this situation and correct it?
