Creating and Removing Inspector Command bars on the fly in outlook

I want to add a setting for the user to be able to choose between my add-in doing something automatically when an email is sent and no commandbar/button being visible (in the new email inspector). Or it not doing anything automatically, and therefore having the inspector commandbar.button visible.

So I need a way of dynamically adding and removing the bar, so any changes the user makes to the setting is shown (without having to re-start outlook)

How can this be accomplished?
