Using Outlook 2003 forms crashes unable to find uxtheme.dll

I am trying to build a simple Outlook advanced form (in either the preview window or within an opened email message) but whenever it tries to display Outlook crashes saying it can't locate the uxtheme.dll. I am using Office 2003 on a Windows 2000 computer. This is the message I am receiving:

System.DllNotFoundException was unhandled
Message: Unable to load DLL 'uxtheme.dll': The specified module could not be found. (Exception from HRESULT: 0x8007007E)

Any ideas? Thanks.

We will fix it in the next release that is planned for this month.
