Create new ADX RTD Add-in csproj has wrong ToolsVersion

I created a new project with Visual Studio 2019, in order to compare to what we have in source control from a long time ago (code has not been touched in 5+ years).

When creating with Visual Studio 2019 new project wizard, the ToolsVersion is 4.0, which is Visual Studio 2010.

There's probably a few other things that could use some sprucing up, as well.

ah, forgot to mention this:

The issue is now filed down in our internal issue-tracking DB under #16254. When it is fixed, you'll find this number in whatsnew.txt.
