Setup still shows 'Unknown Publisher'

I have digitally signed manifest, loaders, myLib as well as both Click-Twice files. But when running the downloader <project name>.exe, Windows 8.1 steps in and says the publisher is unknown.
Am I missing something?

Hello Oliver,

In the Windows Explorer, right-click the downloader and check if it signed correctly.

I created a new key file, selected sha1 as algorythm and entered a password.
Manual signing worked without issues.
The name of the signer now shows as {6E5408EF-7640-402E-81D9-734C8CC2BDA3} when checking in file explorer.
