Windows 10 IE 11 Installation Issue

Ran into an issue with one of of my companies clients where we need to be able to install on both windows 7 and window 10 with a single MSI. I was able to get the windows 10 installation working through the setup.exe that is generated and everything looks ok with that. However is there anyway to get it so that the MSI is able to be used for both?

What occurs when you start setup.exe on Windows 7?

The setup.exe was working as it should, after further research it seems like the issue with the MSI on windows 10 is a permission elevation issue and not an installation issue.
