You can close all Visual Studio instances and reinstall Add-in Express. Please make sure that VS 2013 is selected on the corresponding installer window when installing it.
Note that VS Express editions are not supported by this product.

Please let me know if the issue is solved.
If it isn't please send me a screenshot showing the New Project dialog open and the Other Project Types item selected (as in the screenshot in your first post). Also, please open the About dialog in Visual Studio (see menu Help | About), click the Copy Info button and send me that information.

Thank you for sending me this info. As you can see, it mentions Add-in Express for Internet Explorer and .NET v9.0.6121 installed on your machine. Does it work? Are you able to create a new project?
