Office doesn't do this. It sets LoadBehavior=2


So, good news! It narrows the causes of my problem, so I won't waste time searching for Office errors.

Make sure no COM add-ins are loaded

I see the following COM add-ins are loaded. I did not load them.
(Excel > File > Options > Add-ins > COM Add-ins > GO)

* Team Foundation Add-in
* Visual Studio Tools for Office Design-Time Adaptor for Excel
* Visual Studio Tools for Office Design-Time Adaptor for Excel (listed twice)

I have now removed them by clicking the Remove button.

I will retry my tests with no COM add-ins installed in Excel, and will keep you updated.

Also check the log of your antivirus.

I use Symantec Endpoint Protection.
There are many logs, and I am not sure I can interpret them.
They do not seem to be suspicious message.
There is only 1 line which I am not sure:
10/07/2019 16:07:38 Information Already running process (PID:9752) 'C:\Program Files (x86)\Microsoft Office\root\Office16\EXCEL.EXE' is affected by a change to the application rules.

Hello Leon,

You should turn off other add-ins, not remove them: you can't know when and how badly you would want them this day or other. An add-in turned off doesn't load at the Excel startup and it doesn't play any role.

What's the difference between Turn Off and Remove?
I am talking of COM add-ins. I removed ALL of them by clicking the Remove Button in:
(Excel > File > Options > Add-ins > COM Add-ins > GO).

How do you Turn Off a COM add-in?
Do you mean UNTICK the check box?

I have removed / turned off all the COM Add-ins in Excel.

I continue with the same simple project as yesterday (1 Tab, 1 Group, 1 Button which displays an About Box when clicked).

I set RegisterForAllUsers = False,
then did: Unregister > Rebuild > Register > Start Excel.
The add-in correctly loads in Excel

Then I set RegisterForAllUsers = True,
then did: Unregister > Rebuild > Register > Start Excel.
The add-in does not load in Excel, and does not even show in Options > Add-ins > COM Add-in.

I get a big surprise:

When I look in the following Registry Keys, I see:
LoadBehavior REG_DWORD 0x00000003 (3)

The 2 keys are:

The Add-in key:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Excel\Addins\About200.AddinModule

and

The Add-in key in WOW:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Office\Excel\About200.AddinModule

So, what is happening here?
Registry says \" LoadBehavior = 3 \", but add-in IS NOT loaded in Excel.


Summary:
Add-in loads correctly in Excel when RegisterForAllUsers = F,
but does not load at all when = T.
Nevertheless, Registry says: LoadBehavior = 3
---

What other tests can I do?

Check other headings on that page: Is the add-in listed under Inactive Application Add-ins or Disabled Application Add-ins?

There are no Disabled Items
I don't have the Inactive Application Option in Excel 2019.

Do other registry keys exist?

There are dozens of Registry keys for my add-in.
You gave me 5 keys and I only work on these 5. I did not check all the dozens of keys.
Of these 5, only the 2 I have mentioned indicate LoadBehavior, and both show 3

- Active Application Add-ins Lists the extensions that are registered and currently running in the Office application.
- Inactive Application Add-ins Lists the add-ins that are present on your computer but are not currently loaded. For example, smart tags or XML Schemas are active only when the document that references them is open. Another example is the COM add-ins listed in the COM Add-ins dialog box. If the check box for a COM add-in is selected, the add-in is active. If the check box for a COM add-in is cleared, the add-in is inactive.
- Document Related Add-ins Lists template files that are referenced by currently open documents.
- Disabled Application Add-ins Lists add-ins that were automatically disabled because they were causing Office programs to crash.

Hmm. *These* keys are created for a *per-machine* add-in; IOW, if RegisterForAllUsers = true. In the case RegisterForAllUsers = false, *other* keys are created. You are expected to find them out and check if they still exist after you unregister the "RegisterForAllUsers = false" add-in and register the "RegisterForAllUsers = true" add-in.

You are expected to find them out and check ...

How do you set the LoadBehavior in Solution Explorer?

Stupid Me!
I just modified the Solution Explorer "LoadBehavior" from Connected, Load at Startup (=3)
to Load on Demand (=8) to see what effect it has.

Now, I want to return the settings to 3.
But I can't remember where I changed the settings. Tried many times.
Can you help?

Click the designer surface of the add-in module and see the Properties window.
