Thank you for the reference to KB936707, after reading it and understanding the differences between .net 2 and 4 in this issue we will move to .net 4 and test it again.

Hi Omri,

In NET Framework 4 they introduced security changes and the generatePublisherEvidence element mentioned in KB936707 has no effect on the assemblies load time any longer:

I think your tests will prove this.

In the meantime, we are experimenting with generatePublisherEvidence in NET Framework 2.0, right now it is clear that the element works if it is located in the application config file. We are testing an Outlook add-in, so in our case it is the Outlook.exe.config file, we have not noticed any delays on Outlook start up. But the element does not work if used in the add-in's config file. We continue working on this.

I'm glad to say that upgrading our addon to .net framework 4 solve the problem.
It was .net problem after all :)

I am glad the problem is solved. We have always known it was the NET Framework problem but you were so convincing in your posts that we felt doubt and decided to double check. :)
