I copied the top folder, opened the solution and added a second ClickOnce module without a problem..

Do you still want that project?

Can it be that the project item is marked as read-only by the source control software that you use? What source control do you use?

I use Azure Devops (VS Git).

I added the new project to Git, then cloned it to a new folder.

On that one I could also add a ClickOnce module without issue.
