The task bar is placed below formula bar, even though it should be TOP.

There's no way to achieve this using an Add-in Express pane. Use a Microsoft Custom Task Pane instead; see https://www.add-in-express.com/docs/net-office-custom-task-panes.php.

I don't have an option to add ContolProgID for ExcelTaskPanesItem. Only TaskPaneClassName.
What am I doing wrong?

The TaskPaneClassName property is part of the Add-in Express Advanced Task Panes technology.

Below is a citation from that page:

Add a UserControl to your project, add an item to the TaskPanes collection of the add-in module, and set up the item by choosing the control in the ControlProgId property and filling in the Title property.
