Using Delphi XE5 and Add-In Express 8.1.1432. Outlook 2016 in development.

I have followed the instructions for debugging, but it will NOT stop on any breakpoints at all.

I did what it said in the PDF document as well as the web site https://www.add-in-express.com/docs/vcl-outlook-addins.php

What am I missing?
