You can create the button in the location given in brown. To put the button in the location given in green, you need to set the Context property of the tab component at design time.

It does not seem to work.
I have set the Context property of the tab component at design time.

User added an image

Now the button has disappeared.
I do not see it when I create a new message
even when I Reply

Your screenshot shows a different tab, not TabNewMailMessage.

Create a new Ribbon tab component and set it as follows:
set Ribbons to OutlookExplorer
set IdMso to "TabMessage"
set context to "Outlook.TabComposeTools"

Add a custom group to the tab. Add a custom button to the group.
