I have a clients notebook with this error installing MSICUU2 and Office have had a mystic behaviour (it stated it hasn't been installed for this user). The "mysterious" key in our case was created by the setup. Here it stores information of the specific install. It looks like the setup did not remove the Components subkey in the first de-install. When we removed the components subkey the problem was solved! This was very helpfull, thanks!

After losing most of a day installing/reinstalling .net and updating various items, I found your post! Yes the S-1-5-21.... keys had the path with a ? instead of a : (colon) as you found.
